Town Council Agenda staff reports are available on the Town's website (www.townofwindsor.ca.gov). If an Agenda item has not been highlighted, no written report is available. (Please note that some reports may be large documents that require a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.
In compliance with the Americans with Disabilities Act: If you need special assistance to attend or participate in a Town Council meeting, please contact the Town Clerk's office at townclerk@townofwindsor.ca.gov. Notification at least 48 hours prior to the meeting will assist Town staff in ensuring reasonable accommodations are made to provide accessibility to the meeting.
As a public service to the community, Town Council meetings are held in-person, and viewable through a live webcast on Zoom, at https://townofwindsor.zoom.us/j/89338659973 or by dialing 877-853-5247 and entering Zoom Webinar ID: 893 3865 9973, televised on Comcast Cable Channel 27, on AT&T U-verse Channel 99 and live webcasted at http://townofwindsor.ca.gov/721/Agendas-Minutes-Videos. If a technical issue arises with Zoom video or the listening phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Government Code Section 54953.8.3.
Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting.
If a Councilmember participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Councilmember participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom.

The public is advised that pursuant to Government Code Section 54957.5 all writings and supplemental materials submitted to the Town Council are public records and will be made available for public review, unless otherwise exempt from disclosure, on the Town's website at www.townofwindsor.ca.gov, or by email upon request. PUBLIC COMMENT
Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.

Ratify Check Register No. 647
Ratify check numbers 106392 through and including 106514 (FY25/26), 107352 through and including 107531 (FY26/27) and 26459 through and including 26509 (payroll).
Office of Traffic Safety – Law Enforcement Grant
Adopt a resolution authorizing the Town of Windsor Police Department to accept a grant from the State of California Office of Traffic Safety in the amount of $82,500 for the Town of Windsor Police Department to implement a traffic enforcement program and authorizing the Town Manager to execute all grant documents on behalf of the Town.
Biennial Review/Revision of Town Conflict of Interest Codes
Acting jointly as the Town Council, Windsor Redevelopment Successor Agency, and the Windsor Joint Powers Financing Authority, adopt a resolution superseding Resolution No. 3961-24 and any conflicting resolutions and designating positions required to file Statements of Economic Interests and thereby amending the Conflict of Interest Codes.
Old Redwood Highway Pavement Preservation Project from Lakewood Drive to Pan Abode Court Budget Amendment
Amend the Fiscal Year 2026-27 adopted budget to appropriate $1,321,579.97 in Go Sonoma Roads (GSR) fund balance for the Old Redwood Highway Pavement Preservation Project from Lakewood Drive to Pan Abode Court.
Authorize an Increase to the Major Construction Agreement with M3 Integrated Service, Inc., for the Cunningham House Rehabilitation Project
Adopt a resolution authorizing a new not-to-exceed amount of $309,255.50 to the Major Construction Agreement with M3 Integrated Services, Inc., for the Cunningham House Rehabilitation Project.
