(Please note that some reports may be large documents that require a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

If a technical issue arises with Zoom video or the listening phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Government Code Section 54953.8.3.
Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting.
If a Councilmember participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Councilmember participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
12. CONSENT CALENDAR
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.
12.1 Approval of Minutes
Approve the Town Council regular meeting minutes of September 2, 2026.
12.2 Ratify Check Register No. 647
Ratify check numbers 106392 through and including 106514 (FY25/26), 107352 through and including 107531 (FY26/27) and 26459 through and including 26509 (payroll).
12.3 Office of Traffic Safety – Law Enforcement Grant
Adopt a resolution authorizing the Town of Windsor Police Department to accept a grant from the State of California Office of Traffic Safety in the amount of $82,500 for the Town of Windsor Police Department to implement a traffic enforcement program and authorizing the Town Manager to execute all grant documents on behalf of the Town.
12.4 Biennial Review/Revision of Town Conflict of Interest Codes
Acting jointly as the Town Council, Windsor Redevelopment Successor Agency, and the Windsor Joint Powers Financing Authority, adopt a resolution superseding Resolution No. 3961-24 and any conflicting resolutions and designating positions required to file Statements of Economic Interests and thereby amending the Conflict of Interest Codes.
12.5 Old Redwood Highway Pavement Preservation Project from Lakewood Drive to Pan Abode Court Budget Amendment
Amend the Fiscal Year 2026-27 adopted budget to appropriate $1,321,579.97 in Go Sonoma Roads (GSR) fund balance for the Old Redwood Highway Pavement Preservation Project from Lakewood Drive to Pan Abode Court.
12.6 Authorize an Increase to the Major Construction Agreement with M3 Integrated Service, Inc., for the Cunningham House Rehabilitation Project
Adopt a resolution authorizing a new not-to-exceed amount of $309,255.50 to the Major Construction Agreement with M3 Integrated Services, Inc., for the Cunningham House Rehabilitation Project.

13.1 2026 Multi-Jurisdictional Hazard Mitigation Plan
Adopt a resolution adopting the 2026 Sonoma County Multi-Jurisdictional Hazard Mitigation Plan Volume 1 and the Town of Windsor Annex Included in Volume II.
13.2 2025 Urban Water Management Plan Update
Adopt a resolution adopting the 2025 Urban Water Management Plan and adopting the 2025 Water Shortage Contingency Plan.
14. REGULAR CALENDAR
Those matters requiring discussion and/or action by the Council will be heard at this time. Regular Calendar items will be taken up and acted upon separately.
14.1 Town Street Tree Policy Overview
Provide input to staff on the Town’s street tree policies, regulatory challenges, and potential options for change.
14.2 Direction to Voting Delegate on Town's Position to the Proposed Resolution (Local Housing and Land Use Authority), Cal Cities 2026 Annual General Assembly Meeting
Discuss the proposed resolution (Local Housing and Land Use Authority (attached) for the League of California Cities (Cal Cities) 2026 Annual Business Meeting and to direct the Town's designated Voting Delegate, including alternates, to cast the Town's vote as:
- In Support of the resolution restoring local authority over housing and land-use decisions; or
- In Opposition to the proposed resolution; or
- Grant the Delegate Voting Discretion to make a final decision on the General Assembly floor following live debates and amendments on September 25, 2026.
